  • He served in the House of Commons of Canada from 1988 to 1997, as a member of the Liberal Party. Walker was born in Sudbury, Ontario.
  • He holds a Bachelor of Arts degree from Carleton University (1970), a Master of Arts from Queen's University (1974), and a Ph.D.

  • He was a professor of Political Science at the University of Winnipeg in Manitoba from 1974 to 1988, and was also an adjunct professor at the University of Manitoba from 1977 to 1988.
  • Walker was a partner in Walker-Zimmerman Consultants from 1978 to 1985, and served as president of West-Can Consultants Ltd.
