Ph?m is also a member of Politburo of the Communist Party of Vietnam headed by General Secretary Nguy?n Phú Tr?ng.He was previously Deputy Minister of Foreign Affairs from January 2009 to August 2011, and was born in Nam Ð?nh Province.
He is the son of Nguy?n Co Th?ch, former foreign minister of Vietnam.
