  • Howe (born January 20, 1924) is a Utah former politician and judge.
  • At the time of his retirement in 2003, he was the only person in Utah history to serve as a member of the State House of Representatives, the State Senate, and the State Supreme Court.
  • He served on the Utah Supreme Court from 1980 to 2002, and was the Chief Justice of the Utah Supreme Court from 1998 to April 2002.Born in South Cottonwood, Utah, Howe attended Woodstock Elementary School in Murray, and graduated from Granite High School.
  • He received a B.S.
  • degree in speech from the University of Utah in 1943, and received his law degree from the University of Utah College of Law in 1948.Howe served eighteen years in the Utah State Legislature: six terms in the Utah House of Representatives from 1951 to 1958, and from 1969 to 1972, and two terms in the Utah Senate, from 1972 to 1978.
